Many residents of New Orleans who live in the few areas on high ground that escaped flood waters say they will defy official requests for them to abandon their homes. President George W. Bush made his second visit to Louisiana and Mississippi, where the storm has caused one of the biggest humanitarian crises in U.S. history.
